Reblogging, WTF?

I do get some notifications that a user has reblogged a post of mine. I peeked at one reblogger, who had reblogged an IDE setup post of mine. (Spoiler: it turned out to be a spam blog with no original content.)

Turns out his/her blog last 35 posts are:

Different kinds of posts on an unnamed spammers blog
  Count Per cent
Gaming video links 4 12.1%
Hardware rebloggings 9 27.3%
Gaming rebloggings 20 60.6%
Original content 0 0%

I am stunned. Why in hell does wordpress.com support these kinds of spam blogs?

And why does this blog style have so crappy <table> support?
